The payment run is not the policy memo

A laminated dual-control note can look complete while the live payment proposal still lets one login finish the batch.

Accounts-payable teams in Klang often keep a tidy memo: two approvers above a threshold, a separate person for the bank file, and a weekly payment calendar. The application may display that memo on a help screen while the live run uses acting roles, leftover delegates, or a configuration left from the last reorganisation.

A payment-run reconstruction starts with a completed batch, not with the policy PDF. If a proposal can reach “released” without the person the memo names, the control exists on paper only.

We ask one practical question in the walkthrough: would internal audit accept this screenshot as evidence that the named person decided? If the answer is no, the configuration work belongs on the next change window, not in a footnote.
